JOB SUMMARY
The Environmental Compliance Coordinator at the Kerman Facility supports and ensures ongoing compliance with all local, state, and federal environmental regulations. This includes air, water, hazardous materials, solid waste, and e-waste programs. The role is responsible for conducting fieldwork, maintaining environmental permits (including DOORS and PERP), managing inspection readiness, preparing regulatory reports, and supporting sustainable operations through proactive compliance efforts.
ESSENTIAL ACCOUNTABILITIES:
Permitting & Regulatory Reporting
- Maintain active environmental permits and registrations for the Kerman Facility, including:
- San Joaquin Valley Air Pollution Control District (SJVAPCD)
- Industrial General Permit (IGP) and Waste Discharge Requirements (WDR) through the State Water Board
- Hazardous Materials Business Plan (HMBP) through Fresno County CUPA
- Solid Waste Facility Permits and Transfer Processing Reports (TPRs)
- E-Waste compliance through the Department of Toxic Substances Control (DTSC)
- CARB Diesel Off-road Online Reporting System (DOORS)
- Portable Equipment Registration Program (PERP)
- Track permit deadlines, reporting schedules, and equipment registration renewals.
- Prepare and submit monthly, quarterly, and annual compliance reports as required by regulatory agencies.
Site Visits, Sampling & Fieldwork
- Conduct stormwater and groundwater sampling per IGP and WDR guidelines.
- Inspect equipment, tanks, and BMPs to assess compliance and identify improvements.
- Document field conditions and maintain sampling records and logs.
Regulatory Inspections & Compliance Monitoring
- Participate in inspections by CUPA, DTSC, CalRecycle, Air District, Water Board, and CARB.
- Ensure all environmental records are maintained in a state of audit-readiness.
- Coordinate post-inspection follow-ups and corrective actions.
Equipment & Program Oversight
- Maintain and update DOORS and PERP registrations for applicable off-road and portable equipment.
- Ensure proper labeling, usage logs, and compliance with CARB idling, opacity, and maintenance standards.
- Support internal audits and ensure consistency with operational requirements and air quality rules.
Recordkeeping & Documentation
- Maintain organized compliance files, including:
- SWPPP documentation and stormwater sample data
- Emission reports and control device logs
- CUPA-required inventory and emergency plans
- DTSC shipment manifests and e-waste documentation
- DOORS and PERP equipment data and maintenance logs
- TPRs and related operational changes
- Support document preparation for Annual Reports, Non-Stormwater Discharge Evaluations, and other filings.
Agency & Contractor Coordination
- Liaise with regulatory agencies and third-party consultants during inspections and projects.
- Coordinate sampling events, permit updates, and environmental system upgrades.
Training & Communication
- Assist with training operations and maintenance staff on stormwater BMPs, equipment registration compliance (DOORS/PERP), and spill response.
- Share regulatory updates and compliance expectations across departments.
- Promote a culture of environmental accountability and continuous improvement.

MINIMUM KNOWLEDGE AND SKILL REQUIREMENTS:
Education:
- Associate’s or Bachelor’s degree in Environmental Science, Environmental Technology, or a related field, or equivalent practical experience.
Experience:
- Minimum 2 years of experience in environmental compliance, permitting, or regulatory fieldwork.
- Working knowledge of California Air Resources Board (CARB), CUPA, and DTSC regulations.
- Experience with SMARTS, CERS, DOORS, and PERP systems.
- Valid California Driver’s License and ability to travel locally between facilities.
Knowledge & Skills:
- Proficiency in Microsoft Excel and billing/accounting software.
- Working knowledge of California Air Resources Board (CARB), CUPA, and DTSC regulations.
