    Function

    The State Data Compliance Officer is responsible for ensuring compliance of the collection and reporting requirements of District Public Education Information Management System (PEIMS) data. The Specialist is also responsible for ensuring the accurate submission of weekly PET Submissions, PEIMS Submissions, Core Collections, performing analysis and taking corrective action to ensure accurate reporting to the state.

    Responsibilities:

     
    • Monitor State and Federal agency data requirements for implementation into District policy and procedures (PEIMS/TSDS).
    • Manage data quality through coordination of campus and District staff to fulfill State and Federal data reporting needs.
    • Assist the PEIMS Coordinator in monitoring the activities of the district staff responsible for PEIMS/TSDS reporting process and data management including the weekly PEIMSITSDS processing, the 4 PEIMS/TSDS submissions, Office of Civil Rights Data Collections (CDRC)
    • Work with Student Information System software vendor to ensure appropriate data entry screens, reports and processes are programmed, implemented and tested to meet changing government reporting requirements.
    • Assist in the collection, integration, and formatting of all data required for PEIMS submission according to PEIMS Data Standards.
    • Assist in the submission of fall, mid-year, summer and extended year programs reports to the State.
    • Run edits, reports and verification checks on data to ensure accuracy of information.
    • Distribute edits and reports to appropriate staff for analysis, verification, and correction.
    • Comply with the following District standards for Texas and Federal attendance accounting laws and procedures in the Texas Student Attendance Accounting Handbook.
    • Comply with the District standards for Federal enrollment laws and procedures in the Texas Student Attendance Accounting Handbook and the PEIMS Data Standards.
    • Responsible for PET reporting (PID enrollment tracking) as required by TEA PEIMS.
    • Responsible for determining and taking corrective action on duplicate enrollments in CCISD and other Districts
    • Responsible for special PEIMS Submissions including submissions on disaster and hurricane evacuees
    • Basic understanding of Student Information Systems/Finance/HR management systems as they relate to PEIMS.
    • Develop and maintain a strong sense of customer service.
    • Communicate with various stakeholders including campus personnel, District and State administrators, other Districts' PEIMS personnel, and software vendors, etc.
    • Responsible for developing training materials, train and monitor District personnel in areas related to PEIMS compliance.
    • Conduct in-service training for school staff on the proper use of the District's operational use of related information systems.
    • Work with District personnel in ensuring compliance with procedures, policies, and practices for the production of student accounting information products.
    • Maintain knowledge of government data reporting requirements.
    • Work with programming/systems staff to anticipate data reporting changes.
    • Demonstrate behavior in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for Educators.
    • Monitors PEIMS coding, special programs data, in-district and out of district transfer rules, and application and coding;
    • Provides assistance to campuses, special programs and departments to address inconsistencies or deficiencies in data or procedures for permanent resolution;
    • Is responsible for learning and applying all rules associated with student data and PEIMS-related staff and budget data;
    • Assist all District personnel on PEIMS data recording requirements
    • Maintains the security of all data and incorporates FERPA and other federal and state guidelines into all work.
    • Ensures the confidentiality of all individual data and apply FERPA rules as appropriate.
    • Specialist ensures that quality control is maintained and that FERPA guidelines have been up held.
    • Institutes quality procedures that will ensure all data is valid, reliable and portrayed accurately in all final products.
    • Maintain knowledge of government and other institutional data reporting requirements.
    • Participates in professional development and training programs.
    • Communicates effectively with staff and community members.
    • Coordinate the activities that affect PEIMS data collection to assure that timely changes are incorporated into the District systems and operational procedures.
    • Develop and maintain documentation related to the proper operation of the District's student information system for PEIMS data collection.
    • Assists users to solve operating problems;
    • Provide customer support to users of the student information system for the collection of data as it relates to PEIMS;
    • Distribute all changes and materials to users in a timely manner;
    • Interpret applicable state and federal laws and rules;
    • Work with all levels of school districts staff;
    • Perform other job-related duties as assigned by the supervisor.

    WORKING CONDITIONS:
    • Ability to maintain emotional control under stress. District-wide travel; occasional out-of-District travel;
    • Occasional prolonged and irregular hours.
