POSITION SUMMARY:


The Grant Administration and Compliance Manager is a member of a five person team leading the implementation of the Human Rights Support Mechanism (HRSM), a $150-million, five year USAID funded Leader with Associates award that supports approximately 30 ongoing democracy and human rights programs around the world. Working with Freedom House's finance department, a highly competent program management team, and a coalition of dynamic partner organizations, this position offers a mid-career US Government grants and compliance professional an engaging and effective environment to work in.


The individual in this position will use their financial and project management experience, detailed knowledge of USAID rules and regulations, and industry best practices to ensure the compliance of Freedom House and pass-through (subrecipient) HRSM projects. The person in this position is responsible for ensuring that project deliverables (and costs) are implemented and reported on in accordance with the terms and conditions of the federal award(s) and with established business and financial procedures across internal and external teams. This person will also strengthen existing HRSM procedures, identify and propose solutions to compliance issues, including working with outside organizations, from program design to closeout. This person will also conduct compliance trainings for new HRSM staff, report to the HRSM Technical Director, and is expected to collaborate closely with the FH finance department. This position is based in Washington, DC.


PRINCIPAL DUTIES:


HRSM financial management:




  • Manage HRSM budgets and projections, and provide HRSM Technical Director and USAID with budgetary information and analysis




  • Provide standard and ad hoc budgetary reports in user friendly formats to authorized personnel as needed




  • Support efforts needed to extend or re-bid the HRSM award




  • Supervise HRSM program staff in updating, streamlining and standardizing HRSM financial processes and communicate these processes to HRSM consortium partners




Compliance and grant management:




  • Supervise program staff to ensure the grants-related policies and procedures under HRSM comply with USAID requirements




  • Respond to requests from USAID regarding grants, contracts, agreements, and other compliance requirements under HRSM




  • Review sub-award packages for accuracy, completeness and compliance




  • Review contracts, letters of agreement, and other contractual documents for partners and vendors




  • Ensure that grants and sub-awards are expended in compliance with USAID requirements




  • Review expense reports, financial reports, and payment requests prepared by program team members to ensure compliance with Freedom House and USAID requirements




  • Assist with reviewing award documents and modifications for HRSM programs




  • Monitor applicable federal regulations and initiate needed changes and updates to grants, contracts and agreements
