Job Summary: This is entry to mid-level professional work primarily conducting compliance investigations, inspections and managing compliance and enforcement projects as well as providing support as needed reviewing environmental permit applications. 

 

Job duties: 

  • Reviews the engineering portion of the smaller and/or less complex compliance and enforcement projects, to evaluate conformance with District rules and issued permits. Responsibilities include conducting periodic site inspections during and upon completion of project construction/implementation to monitor system conditions; evaluating compliance submittals; reviewing and evaluating monitoring reports; responding to complaints and public information requests pertaining to rule violations; facilitating resolutions to non-compliance issues; performing permit determinations; writing technical reports and enforcement actions; reviewing legal documents and coordinating with legal staff; coordinating with other compliance team members and supervisors, as necessary; documenting compliance actions, activities and pertinent information in e-Reg; communicating regularly with the supervising engineer, compliance coordinator on compliance matters of heightened concern.
  • Supports the review team as needed through the review of the engineering portion of the smaller and/or less complex applications for Environmental Resource Permits (ERPs) and Sovereign Submerged Lands (SSL). Responsibilities include review of construction plans/drawings, calculations, data, legal documents, and hydrologic modeling to determine if projects meet District criteria for water quality and flood protection; preparing technical staff reports and letters; conducting pre-application meetings including meeting to assist consultants in developing and completing their application through the design review process; coordinating the review of projects with other review team members and supervisors, as necessary; documenting project actions, activities, and pertinent information in e-Reg; communicating regularly with supervisor on projects of heightened concern.

Minimum Qualifications: 

Engineer I – requires a bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering. 

Engineer II – requires a bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering, and two years engineering experience directly related to the field in which the position is assigned. 

An advanced degree may substitute for a portion of the required experience.  

 

Physical Requirements/Working Environment: 

Mostly office environment sitting at a desk and operating a personal computer to produce work products with some field visits as required. 

 

Periodic field visits: 

Applicant must have ability to endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations. 

 

Licenses: 

Valid State of Florida Driver’s License.

Starting Salary Range:  

Engineer I - $ $60,112.00 - $75,129.60 

Engineer II - $64,313.60 - $80,392.00 

Starting salary is based on qualifications and experience.
