The Emma L. Bowen Community Service Center is seeking a Compliance Officer to join our team. This position is a terrific opportunity for someone to gain additional experience and make a difference in the lives of our clients.

For over 45 forty-five years, our organization has provided mental health and holistic services in northern Manhattan for families, children, adolescents, and other adults including the elderly in a supportive and caring environment. We also have an out-patient and residential substance abuse program as well as a Therapeutic Preschool for 3-5 year olds. 

Upper Manhattan Mental Health Center is a Certified National Health Service Corps (NHSC) site.

                                                                                                JOB DESCRIPTION  


JOB TITLE:  Compliance Officer

WORK LOCATION:  Main Building - 

HOURS:  35 hrs./wk, Mon - Fri, - Hybrid - Minimum 3 days onsite

UNION:    Non-Union



· Essential Duties and Responsibilities:

· Design, implement, and maintain   a compliance system that complies with Federal, State and City governmental   standards.

· Ensure organization adheres to   all requirements set forth by regulatory and third party payors

· Facilitate and serve as   presiding officer of agency wide Compliance Committee

· Schedule a monthly meeting, or   more frequently if required, to conduct agency-wide: Utilization, Medical   Records, Medication Reviews as required by 585 Legislative Guidelines

Provide consultation and   technical assistance to  Administration,   Program Directors and the Board, in areas of compliance·  

· Document all committee meetings   and related Compliance activities and submit to Executive Committee quarterly

· Monitor, review & Implement   Agency-wide Compliance Plan including annual compliance goals in conjunction with the   Executive Team, inclusive of the Medical Director. Plan review to be quarterly at a minimum

· Collect & Disseminate   relevant Compliance findings to all programs.

· Monitor professional practice, standards,   and training, and assure that staff possess appropriate credentials &   clinical training

· Develop, Maintain, and monitor   a tracking system for compliance improvement, Submit tracking system to   Executive Committee Monthly

· Collect, analyze, and   distribute   data and analytics on a monthly basis

· Meet with the Program Directors   quarterly to review Quality Assurance Program for each program, including   utilization and medical records reviews

· Develop, provide, coordinate   and/or track compliance training and education for orientation and periodic   training. 

· Investigate potential and   actual compliance issues, including root cause analyses. Ensure prompt and thorough resolution of   compliance issues, including implementation

· Provide feedback and recommendations to the   Executive Team on compliance and QA practices, methodologies & techniques   that will positively impact quality delivery of services

· Develop a strategic plan and report at minimum,   quarterly to the executive on progress against plan

· Conducting internal quality audits for each   program quarterly. Submit results of   the report to the executive committee Monitor progress on   corrective action plans. 

· Responsible for developing and directing   compliance/quality policies

· Coordinate communication with QI coordinator to   the ELBCSC Executive Committees on an on-going basis and with Programs within   ELBCSC that are dedicated to quality improvement including: physicians,   nursing & clinicians

Requirements

 Education and/or Work Experience Requirements:  Masters Degree in a clinical discipline and three (3)   years of professional experience in Compliance, mental health practices Experience working   with Electronic Medical Records   (EMRs) including creating and running reports required, must be extremely   proficient in Microsoft Excel and proficient with other Microsoft Office   Suite programs, must have experience working with data sets. Knowledge of NYS   and NYC behavioral health regulatory agencies preferred.
