Position Information

Under the general direction of the Director of Community & Animal Safety, the Code Compliance Manager is responsible for planning, organizing, and directing the field activities of the Code Compliance Department. Including the enforcement of County ordinances activities, serving as a liaison for the county regarding the interpretation of codes and ordinances. Assist with the development or implementation of policies and procedures and keep the Director abreast of all department operational issues. 


Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.


Assigns Code Compliance Officers to shifts and patrol areas to maximize coverage on a seasonal basis; continually revises schedules based on such factors as absences, citizen complaints, health hazards, community response and other emergencies.


Leads and mentors Sr. Code Compliance Officer or Code Compliance Officer III; monitors their work activities to ensure compliance with established policies and procedures.


Assists Sr. Code Compliance Officer or Code Compliance Officer III with training and mentoring of new Code Compliance Officer I and II to ensure proper job-related training and development.


Leads the implementation of goals, objectives, policies, procedures, and work standards for the Code Compliance department.


Assigns and directs daily activities including investigation of complaints, welfare checks, other field services and patrol.


Leads the department in ensuring compliance with all safety and health requirements; develops safety policies essential to the department; ensures all new departmental employees are trained in safety policies prior to commencing duties.


Ensures all departmental staff are trained annually on departmental safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities, and waste of materials within the department.


Patrols assigned park areas and monitors activity for compliance with codes and regulations; maintains awareness of potential problem situations throughout the County.


Conducts follow-up investigations involving crime, incidents, and other activities in potential violation of local ordinances, and related regulations.


Enforces local ordinances as well as department rules and regulations; issues citations as warranted.



Assist the Director with coordinating with the county attorney and staff regarding needed modifications of local codes and/or ordinances to enable successful outcomes when citations are issued and adjudicated.   


Discusses violations and problem areas with county attorney, or stakeholders as needed.


Provides information and assistance concerning codes/ordinances, code interpretation, code compliance, and related issues; discusses violations and problem areas with property owners, developers, contractors, engineers, or other individuals; recommends solutions to problems; responds to questions or complaints concerning violations.


Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, state revenue system, or other computer programs.


Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.


Preparation and management of the Code Compliance budget; submit budget recommendations; monitors the budget and develops sources of additional funding or revenue.


Serves as primary department liaison with law enforcement agencies, emergency management, coalition partners and emergency personnel within the city, county, and state with code cases.


Attend and participate in professional group meetings; maintain awareness of new code compliance trends and developments; incorporate new developments as appropriate into department programs.


Responsible for researching, drafting, presenting, and preparing ordinances pertaining to code compliance. 


Primary contact with the Department of Communications on all external communication, including but not limited to public safety concerns, press releases, interviews, and video or TV requests.


Participates in court activities to pursue legal action against violators; prepares case documentation for prosecution of cases in court; attends court and collaborates with prosecutors as necessary.


Reviews and approves reports by Officers and prepares reports or other documentation for presentation before groups, or BOC meetings.


Regularly conducts and participates in meetings with officers to share ideas and suggestions designed to improve working conditions and overall operations.


Manages progress of complex investigations and assists with various investigative activities such as site inspection, securing and processing crime scenes, collecting and preserving evidence, conducting witness and victim interviews, and transportation/testing of evidence.


Operates a computer to enter, retrieve, review, or modify data in computer database; verifies accuracy of entered data and makes corrections as necessary; utilizes excel, word, outlook, power point, pet point or other software programs.


Maintains communication via telephone and/or two-way radio with dispatch, department staff or other agencies; provides information; takes and relays messages; responds to requests for service or assistance.


Maintains current knowledge and awareness of applicable laws, code/ordinances, and regulations; maintains professional affiliations and certifications as required. 


Provides on-call support to respond to code compliance emergencies as-needed. 


This position may workdays, weekends, holidays and on call.


Operates a vehicle to patrol the county; performs routine vehicle maintenance; conducts vehicle safety inspections.


Completes required forms, logs, reports, and documents.


ADDITIONAL FUNCTIONS


This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.


Performs other related duties as required.

Minimum Qualifications

High School diploma or GED; supplemented by four (4) years of previous experience and/or training involving code enforcement, military, law enforcement or enforcement of State and local laws and ordinances; supplemented by (4) years of related management experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.


Must obtain and maintain GACE Level 1 certification within 12 months.


Must obtain and maintain GACE Level 2 certification within 24 months.


Must obtain and maintain ICC Certified Property Maintenance certification within 6 months.
