EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Human Resources, Health Management, Rehabilitation Services, Business Administration, Behavioral Sciences, Safety, or a related field is required. A minimum of four years of directly related responsible experience in the administration of Federal Transportation Administration Drug and Alcohol Program (49 CFR Parts 40 and 655). Must be proficient in business software applications, i.e., Microsoft Word, Excel, and PowerPoint and video conferencing. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.
SUMMARY
Ensures compliance with the drug and alcohol testing program in accordance with Department of Transportation (DOT) regulations under 49 CFR Part 40 (Procedures for Transportation Workplace Drug and Alcohol Testing Programs), 49 CFR Part 655 (Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations) and provisions of MARTA's Drug and Alcohol Policy. Serves as MARTA’s primary liaison with the contracted clinic overseeing day-to-day compliance of Part 40 administration. Conducts regularly scheduled and/or ad hoc training presentation with various MARTA departments related to drug and alcohol education and compliance issues.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Ensures compliance of MARTA’s Drug and Alcohol Program (Drug and Alcohol Policy and Department of Transportation (DOT)/FTA regulations 49 Parts 40 and 655) in collaboration with the business unit's staff. This includes, but not limited to accuracy/errors of Custody and Control/Alcohol Test Forms from the contracted clinic, tracks timely submissions of completed test reords, planning and preparing random selections, and collection and verification of post-accident/reasonable suspicion supportive documentation from Operations.
Communicates effectively, both verbally and in writing, with operational areas to identify, resolve, and mitigate testing errors and related issues.
Partners with Operations to provide 24/7/365 support and guidance to management staff and safety sensitive employees regarding FTA and MARTA Policy compliance issues on a rotational basis.
Utilizes the drug and alcohol software to research, evaluate, and conduct daily test validation checks of all test types and correct data errors. Interacts and troubleshoots with MARTA IT staff and external vendors on related issues impacting testing software and/or data.
SUPERVISORY RESPONSIBILITIES
Coordinates and manages business unit activities in the absence of the manager.
