Description of Job


About the Work Unit
The Compliance Program Analyst works in the Colorado Department of Transportation's (CDOT's) Division of Accounting & Finance (DAF) Strategic Programs Office.  The Program is focused on facilitating compliance in CDOT's accounting and finance operations, and where appropriate, coordinating related compliance with other CDOT positions and groups. One of DAF’s missions is to sustain/support/build a strong culture of compliance and accountability. The unit arranges for fraud awareness training, facilitates the production of Policy or Procedural Directives (PDs) and guidance memos from DAF to the rest of CDOT, performs financial transaction monitoring through data analytics, performs research on financial transactions and collects backup documentation, and coordinates other compliance related activities across DAF.
 
 About the Position
 The Compliance Program Analyst will support the Compliance Program Administrator and the Compliance Program in DAF. This position will perform administrative tasks such as facilitating the development/writing of guidance documents, facilitating the production and/or updates of Policy Directives that adhere to the new accessibility requirements, updating/maintaining the unit’s Internal intranet page, supporting the efficient processing of statutory violations packages with the DAF units, supporting audit remediation efforts, and other duties as assigned.  This position will assist with monitoring and control testing, perform basic financial research in SAP and perform analysis using data.  This position will also assist with reporting on compliance status, communicate potential compliance violations to management, and work with management on proposed compliance improvements.  
  
 Your duties and responsibilities will include, but are not limited to, the following:
  

  • Develop various Process Guides and/or Standard Operating Procedures for the Compliance Program. Examples include process guides for handling how to research after hours transactions, or instructions for the business managers on how to process statutory violation disclosures. 
  • Coordinate/facilitate the updating and/or writing of various guidance documents with DAF staff, ensuring the documents are written or updated using standard templates. Place and maintain updated documents on the CDOT compliance webpage. 
  • Facilitate the production and/or updates of Procedural or Policy Directives with the DAF Units and CDOT Policy office including tracking when Directives need to be updated and coordinating meetings and reviewing document revisions for proper formats and content.
  • Create “accessible” documents and/or fix current “non-accessible” documents and make them “accessible” using Grackle and Adobe for Accessibility checking purposes. 
  • Coordinate with the Compliance Program manager to provide periodic status updates; prepare weekly Compliance Status report updates and help draft a quarterly Compliance Newsletter for management to review and publish.  
  • Collaborate with the unit manager and the Accounting Director to facilitate Audit Remediation efforts with the Center for Accounting including ensuring the Audit remediation process is up to date, tracking new items in the Audit Remediation Log, and scheduling project planning sessions.
  • Process supporting documentation for Statutory Violations while collaborating with the Delegated Authority in accounting or procurement. 
  • Process requests for updates to the compliance internal intranet site and track for completion. 
  • Assist the unit supervisor in arranging fraud awareness training by contacting Subject Matter Experts, securing webinars, scheduling google meetings, and drafting meeting announcements for CDOT public announcement emails.
  • Monitor and assist with control testing including performing basic financial research in SAP and performing analysis using data and reports from the Diligent/Highbond tool.  
  • Use analytics, statistical techniques, and research methodologies provided by others to interpret data for compliance purposes.    
  • Report on compliance statuses, communicate potential compliance violations to management, and work with management to propose compliance improvements.
  • Analyze data to identify trends and potential issues including researching financial and accounting transactions in SAP either directly or in collaboration with business office staff.
  • Create and help answer Diligent software questionnaires by analyzing supporting documentation for SAP financial transactions. 
  • Assist with preparing, analyzing, and summarizing Diligent software analytic results for key stakeholders. 
  • Other job duties as assigned.
Work Environment: 
  • Daytime work hours, Monday-Friday, with the potential for a flex schedule

  • Some short-duration, in-state travel for meetings and trainings is possible,
     Occasional out- of-state conference attendance is possible if approved by management.


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Experience Only:
 Six (6) years of experience which included

  • Four years of full-time professional work experience in Business Administration, Accounting, Finance, Audit, Public Administration, or other experience that is closely related to the duties of this position.
  • AND two (2) years of full-time professional work experience analyzing, coordinating tracking and reporting financial and/or policy compliance activities, performing data reporting and analysis, preparing technical instruction documents, or performing other compliance activities.
OR
  
 Education and Experience:
 A combination of relevant education and experience equal to at least 6 years.
  • Education from an accredited college or university in Business Administration, Accounting, Finance, Public Administration, or another field of study that is closely related to the duties of this position will be considered
  • Professional work experience analyzing, coordinating tracking and reporting financial and/or policy compliance activities, performing data reporting and analysis, preparing technical instruction documents, or performing other compliance activities.
